ESIA Scoping

Defining the issues, studies, and specialist inputs a full Environmental and Social Impact Assessment will need before the expensive work begins.

Environmental and Social Impact Assessment (ESIA) scoping identifies the environmental and social issues that need detailed assessment, the issues that may be addressed proportionately with reasons, and the specialist studies, consultation, and data the assessment will require. Done well, it focuses the study programme on the matters that can affect approval, design, or financing.

ESEA provides early-stage ESIA and environmental-social scoping support for NSW projects with state, Commonwealth, or lender requirements, including projects where financiers require alignment with the IFC Performance Standards, or the Equator Principles.

WHAT IS INCLUDED

What a scoping report covers

01

Project description, footprint, alternatives, and the regulatory and lender framework that applies

02

Baseline review of biodiversity, land, water, heritage, community, noise, air, traffic, and climate matters, scaled to the project

03

Identification of the issues requiring detailed study and the issues that can be scoped out, with reasons

04

Specialist inputs, consultation, and data collection programme, with sequencing

05

A structured roadmap for the full assessment, aligned to the relevant regulatory, approval, and lender requirements

HOW IT FITS

Scoping and the NSW system

For State Significant projects in NSW, the scoping report informs the request for Secretary's Environmental Assessment Requirements.

The Department's state significant guidelines were updated in 2026, while the detailed scoping-report guidance is under review, so the current requirements should be checked for each project. For other NSW projects, early scoping helps identify the likely assessment pathway and supporting studies, but the statutory pathway is determined by the planning legislation, the consent or determining authority, and the project particulars.

Where international finance applies, lender requirements can be mapped alongside NSW and Commonwealth requirements so specialist studies can serve both processes where appropriate.

HOW WE WORK

How we work on ESIA scoping

Scoping is where an ESIA programme is won or lost, so ESEA engages at project commencement, identifies early which issues will drive approval, design, or financing, and sets a study programme that is proportionate rather than exhaustive, which minimises redesign, delay, and unnecessary study cost.

We provide clear timelines for the scoping work and responsive communication with the design and finance teams. Your scoping is managed by an experienced Senior Consultant from commencement through to completion, with Director-level review providing an additional layer of technical and strategic oversight.

FAQ

ESIA scoping FAQs

Per project, driven by scale, the applicable assessment and lender requirements, the number of environmental and social disciplines, and the extent of stakeholder engagement. The scoping fee is separate from, and much smaller than, the detailed studies and full assessment it plans.

That is the question scoping answers. The usual outcome is that a few issues need real depth, biodiversity and water on most NSW sites, and many can be addressed briefly or scoped out with reasons. Spending the study budget on the issues that will decide the approval is the point.

Yes. A well-supported scoping report can justify focusing detailed work on the issues that are material to the decision and setting aside other matters with documented reasons. The regulator, determining authority, or lender still decides what it will accept, so ESEA treats scoping as a way to support a proportionate agreed programme rather than as a guarantee that a proposed scope will be accepted.
