Services on this project

For a 31 lot subdivision at Austral, ESEA prepared a Review of Environmental Factors (REF) for about 428 metres of external potable water infrastructure, assessing the service corridor and tailoring the safeguards to the adjacent riparian corridor and native vegetation.

Why did the water main need an REF?

Infrastructure like a water main can be carried out without development consent, but the environmental impact still has to be assessed before the work goes ahead. The REF is that assessment, and its safeguards become the controls the contractor works to.

What the assessment found

The service corridor ran beside a riparian corridor and native vegetation, but contained no major fauna habitat features. The safeguards were written for those specific conditions rather than copied from a generic list. See Review of Environmental Factors.

REFs are now assessed against new guidelines; see the 2026 guidelines for Reviews of Environmental Factors. A larger infrastructure REF is part of the Grose River Bridge project.
